An excellent draft in the finest tradition of an ICRP scientific report. Aside from a few typographical errors there is only one issue of concern to me. Having read (with some difficulty) the entire draft I was surprised and very concerned about the penultimate sentence of the draft. The hint that there is a threshold around 1mSv will be taken out of context and be widely distributed to suggest that ICRP believes there is enough information to provide a specific value. There is certainly no evidence to support that a threshold does not exist but the uncertainties equally don't support a specific value.
